IPART review of home building compensation scheme

The home building compensation scheme (formerly known as home warranty insurance) is being reviewed by the Independent Pricing and Regulatory Tribunal (IPART).

The scheme provides protection to homeowners if their builder cannot complete a project or rectify defects because they have become insolvent, died, disappeared or had their licence suspended.

Scope of the review

The Minister for Customer Service, Victor Dominello, has approved the final terms of reference for the review (available on the IPART website).

The terms of reference ask IPART to review the efficiency and effectiveness of the home building compensation fund (HBCF) in protecting consumers who are currently covered under the scheme.

IPART will publish an ‘issues paper’ for public consultation in March 2020.
